Zelensky Asserts He Lacks Explicit Defense Guarantee from Partner Nations

Ukrainian President Volodymyr Zelensky says Ukraine's partners in Europe have failed to provide sound guarantees that they will protect his country in the event of a future Russian attack.

"I am asking this very question to every one of our allies and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on Wednesday.

His comments come a day after the UK and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, full security guarantees have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Details of the Paris Talks

Following the negotiations in Paris, which included some three dozen nations that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.

Partner nations suggested that the US would take the lead in monitoring a truce. But the key issue of territorial concessions that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

Moscow has not yet commented on the declaration made in the city of Paris.

President Putin initiated a full-scale invasion of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the bilateral declaration as "a vital part of our dedication to support Ukraine for the foreseeable future".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could function on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."

The Ukrainian leader praised that accord as a "significant leap of progress".

A day later, however, he seemed more cautious.

"I perceive the determination, the political resolve, and that the partners are ready, and the allies are willing to give us strong sanctions, strong security guarantees," he said when asked if European countries would defend Ukraine.

"However, until we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your inherent capabilities."

Persistent Challenges and Fighting

Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Jared Kushner and Steve Witkoff.

One envoy stated the participating countries "largely finished" their work on agreeing security protocols.

Recently, Zelensky said a peace deal was "ninety percent complete".

Territorial concessions and defense pledges have been at the forefront of unresolved issues for diplomats.

The Russian leader has consistently stated that Ukraine's military must pull back from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Moscow now holds about three-quarters of the Donetsk region, and some nearly all of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with more limited success.
